Anambra State Ministry of Budget and Economic Planning Launches Open Government Partnership (OGP) Action Plan 2.0

On April 8, 2025, Anambra State unveiled its second Open Government Partnership (OGP) Action Plan (SAP 2.0), marking a significant stride towards transparent, accountable, and citizen-centric governance. The launch event, held in Awka, was organized by the Ministry of Budget and Economic Planning in collaboration with  United Nations International for Children’s emergency Fund (UNICEF), and was attended by stakeholders from various sectors, including civil society organizations, development experts, and government officials .

In her address, the Commissioner for Budget and Economic Planning, Mrs. Chiamaka Nnake, emphasized that SAP 2.0 is designed to build a governance structure that will outlast the current administration. She highlighted the importance of public, community, and private partnerships in implementing the plan's commitments, aiming to restore societal values and enhance integrity, fairness, inclusiveness, and transparency in public service delivery .

Key Features of OGP SAP 2.0

OGP SAP 2.0 is structured around four core thematic areas:

  1. Fiscal Transparency: Enhancing the openness of government financial operations.
  2. Citizen Engagement: Promoting active participation of citizens in governance.
  3. Improved Service Delivery: Ensuring efficient and effective public services.
  4. Climate Change & Environment: Addressing environmental challenges and promoting sustainability .The plan outlines seven clear, time-bound commitments aimed at consolidating the achievements of the first action plan and steering the state towards sustainable development and people-centered governance.

Some of the key things OGP will be doing in 2025 are:

·       Teaching about climate change: from 2025, Schools across the State will start teaching pupils about climate change. Teachers will also get special trainig to help them teach better.

·       Strong climate policies: create new policies and progrmmes to guide on how to manage climate risks such as Flooding, erosion and heatwaves

·       Community Meetings: We will hold townhall meetings twice a year to hear from the people and share ideas on how to handle erosion and flooding in our communities.

·       Research and Studies: We will carry out extensive Studies to understand how climate change is affecting our state. This will help us take the right actions

Solution Lens: A Technological Leap in Governance

A standout feature of SAP 2.0 is the introduction of the "Solution Lens" platform, developed by the Anambra State ICT Agency. This digital tool serves as a citizen engagement platform, allowing residents to track government projects, voice concerns, and interact directly with policymakers. The platform's interactive features, including real-time access to state projects mapped using GPS, offer unprecedented visibility and enable citizens to monitor the progress of initiatives in their communities .

Looking Ahead

With the launch of OGP SAP 2.0, Anambra State is setting a precedent for open governance in Nigeria. The state's commitment to transparency, accountability, and citizen engagement is poised to foster a more inclusive and participatory governance model, ensuring that the voices of the people are integral to the decision-making process.
