Anambra State Government, through its Ease of Doing Business Council, successfully hosted a critical Stakeholders Consultative Meeting today to commence the development of the 2026 State Business Enabling Reforms Action Plan (BERAP). This plan is central to the state's participation in the World Bank-supported State Action on Business Enabling Reform (SABER) Program.
The high-level meeting took place at the ANSIPPA Conference Hall in Awka and brought together key government officials, private sector representatives, civil society organizations, and development partners.
Leadership and Focus
The session was jointly chaired by the state’s key reform figures:
- Dr. Ejike Osisioma, State SABER Chairman and Managing Director/Chief Executive Officer of the Anambra State Investment Promotion and Protection Agency (ANSIPPA).
- Mrs. Chiamaka Nnake, State Reform Champion and Commissioner for Budget and Economic Planning.
In his opening remarks, Dr. Osisioma underscored the importance of continuous reform in attracting investments and fostering a competitive business environment. "The 2026 BERAP is not just a plan; it is a renewed commitment to dismantle bottlenecks and streamline processes for every entrepreneur in Anambra State," he stated. "Our goal is to make Anambra the undisputed hub for trade and industry in the South-East."
Key Discussion Areas
The consultative meeting served as a vital platform for frank discussions and collaborative input across the key reform pillars of the SABER Program, including:
- Land Administration: Simplifying the process for securing land titles and registering property.
- Infrastructure and Utility Permits: Easing the process of obtaining construction permits and access to public utilities like power and water.
- Revenue and Tax Management: Enhancing the efficiency and transparency of tax payments and collections.
- Regulatory Governance: Improving the efficiency and transparency of business registration and regulation enforcement.
Commissioner Nnake highlighted the need for data-driven, measurable, and impactful reforms. "The feedback gathered today is crucial. It ensures that the 2026 BERAP is robust, addresses the real pain points of the business community, and aligns with the economic transformation agenda of the current administration," she noted.
Next Steps
The inputs and recommendations generated from the stakeholders will be synthesized by the Ease of Doing Business Secretariat to finalize the draft 2026 BERAP. The final document will serve as the roadmap for the state's reform activities to meet the Disbursement Linked Indicators (DLIs) under the SABER Program and ultimately improve the state’s ranking on the national and global Ease of Doing Business indices.
